7/28/2003 - The patch design has been approved and awaiting the purchase
order to be issued. Because this event is dependent on the weather,
the year has been removed and replaced with the roman number VI since this
is the 6th year of the event. Now in case bad weather forces us to
cancel we can use the patches next year and save money.
